Who Let This Happen?

Who allowed construction to begin on Feb. 24 in Edgewater Drive closing it to traffic for at least 30 days when it could have been delayed until May 1 out of high tourist season, out of Spring Training, out of the rainy season?  The choice has created chaos when it could have been done between May 1 and June 15 when it is unikely to rain at al, when high tourist season is over, when Spring Training is done.  Who perpetrated this disaster?
Who chose to put 500 to 1,000 cars a day down a narrow residential street when through traffic could have routed Skinner to Douglas to Sunset and local traffic could have used both Scotland and Albert to work their way east?  Who chose Albert St., specifically, where there are 6 children and a church in one block when Scotland is zoned commercial and has three parking lots?
Why wasn't the contractor required to work extended or double shifts and weekends in order to limit the disruption to less than half for the people of Dunedin?  Good public servants have known how to do this through both incentives and disincentives in bidding documents for three decades.
