Some local law enforcement agencies have announced they are not going to enforce a new state law requiring international drivers to obtain a $25 driving permit to drive in Florida. The new law was supposed to go into effect on Jan. 1, but authorities fear the new law violates the Geneva Convention on road traffic. Florida could soon join 39 other states that have banned texting while driving. A bill filed last week by state Rep. Doug Holder, R-Sarasota, would make texting while driving a secondary offense under which a driver can receive a citation, but only after he or she is pulled over for a primary offense such as speeding or reckless driving, TBO.com reports. The bill doesn't prohibit all use of handheld devices while driving, as some state laws do, and cell phone calls would still be permitted. "If you are texting while driving, you are 23 times more likely to have an accident," Holder told TBO. "I think the timing is right. I think we are going to get something passed." Dunedin residents who find themselves scrimping and saving to pay for college might have it a little easier in the years to come if Gov. Rick Scott gets his way. The Republican leader is challenging the state’s 12 public universities to come up with a way to create $10,000 degrees, according to TBO.com. "You should be able to work and go to school and not end up with debt," Scott said in an interview on News Channel 8. "Yet those degrees cost so much money and tuition is so high that that's not going to happen. So I put out this challenge to our state colleges." From the Florida Highway Department of Highway Safety and Motor Vehicles: Floridians will get a chance to pick their favorite license plate design in an upcoming Web vote from Nov. 26 through Dec. 14. The Department of Highway Safety and Motor Vehicles wants to upgrade the basic Florida plate to a design that increases readability and features a seven-character configuration. A committee of more than 20 stakeholders, including state agency personnel, law enforcement, tax collectors and affiliated associations, participated in the development of the final license plate designs. Polls close in Pinellas County at 7 p.m.
Once you have been to your polling location, or otherwise cast your ballot, you may be wondering when voting results will be announced in Pinellas County. It's hard to predict exactly when the Pinellas County Supervisor of Elections will have all of the county votes in and counted, but here's what we do know: The statewide results for Florida might take a bit longer because portions of the panhandle are in the Central Time Zone and polls will close there at 8 p.m. EST.
With 11 proposed amendments to the Florida Constitution and six to the Dunedin Charter, a little advanced studying might help you decipher the legal language on the ballot.

The League of Women Voters wants Florida Gov. Rick Scott to extend the early-voting period until Sunday, Nov. 4 to accomodate voters. The League mentions media reports about people waiting in line for up to six hours to vote.
The League of Women Voters of Florida is hoping to convince Florida Gov. Rick Scott to extend the state's early voting period to Sunday, Nov. 4, to accommodate the needs of voters. Early voting is currently scheduled to end at 7 p.m. Saturday, Nov. 3. On Thursday, the league sent a letter to Scott that mentioned how some people have stood in line for hours waiting to vote. Here in Pinellas County, the Supervisor of Elections website says 24,156 people have participated in early voting as of Thursday afternoon, and 187,675 mail ballots have been submitted.
